This seems to have a lot of potential but, if the "What's New" information is correct then it appears the app has not been updated for two years (since 2017). I hope it is not abandonware. Nevertheless, NoteLedge has some extremely basic drawing and attotation tools. I would compare it to Notability, but to a version of Notability from 2014 or 2015. In that respect, NoteLedge is missing quite a lot of features. If you just need basic tools and note-taking resources then this should fit your need.
